Phill was born in Uganda in 1968. He has appeared in numerous TV series and movies in the late 1980s. Phill can be seen in episodes of A Different World, Buffy the Vampire Slayer, many episodes of The Wayans Bros., Friends, Yes, Dear, and in over 80 episodes of The Suite Life of Zack and Cody. On the big screen, Phill has appeared in Kicking & Screaming, Surviving Christmas, and I Spy.
