Barry was born in San Mateo, California. He is best known for the role of Brad in the fim The Rocky Horror Picture Show. He has made appearances on shows such as Til Death, Cougar Town, Ghost Whisperer, Las Vegas, Cold Case, Glory Daze, She Spies, Spin City, The Forgotten, Law & Order: Special Victims Unit, Ugly Betty, Supernatural, and Phineas and Ferb.
One of his most notable roles was as New York City Mayor Randall Winson on Spin City, on which Bill Lawrence and Randall Keenan Winston (after who his character was named) were producers. He's one of numerous Spin City cast members to appear on Scrubs, along with Michael J. Fox, Richard Kind, Alan Ruck, Michael Boatman, Alexander Chaplin, and Heather Locklear.
